customary, while he is on duty in this matter in England.

I believe that the design sub-
-mitted with my Despatch No. 54 of the 7th. of last March
represents the cheapest form of shelter which in the
circumstances can be erected, and I have confidence in the
Engineer who prepared the plans and estimates. Mr. Boulton,
who was in charge of the Praya Reclamation, has a very
large and practical experience. In these circumstances and
looking to the extreme necessity for economy I replied to
Your Lordship's first telegram (in which it was suggested
by the Consulting Engineers that Mr. Boulton should go to
England to consult with them) in the sense that I deprecat-
-cd this additional cost and delay. In accordance, however,
with your instructions I am sending Ir. Boulton to England,
but I would request to be informed as to the precise
measure of responsibility which devolves upon the Consult-
-ing Engineers and the nature of the benefit which the
Colony receives for the additional expenditure incurred.
The work though a costly one does not present any very
difficult technical problems for solution, and is of an
almost precisely similar nature to other works already successfully
